Transportation

Gov’t websites ranked

Notably, no province or city supplies complete public services on their websites.

The websites of the southern province of Dong Nai, HCM City, the central city of Da Nang, the northern mountainous province of Lao Cai, the Ministry of Education and Training and the Ministry of Finance top the list in numbers of visitors.
Around 59% of local governments provide online public administrative services at the first level (publishing information on administrative formalities), 36% at the second level (providing online forms), and 14% at third level (allowing citizens to submit forms online). None of the country’s 64 provinces and cities supplies online public administrative services at the fourth or the highest level (conducting services and announcing the results online).

Numbers of visitors were calculated from statistics by Alexa (an independent organisation in ranking websites). For websites of provinces and cities, the numbers of visitors were calculated based on their populations. Public services were evaluated based on reports of local governments and inspections by MCI experts.

 

Floods claim more deaths and missing in northern region

Floods killed 13 people in Son La province, eight in Lang Son, six in Bac Giang and four in Quang Ninh, and injured 36 others.

The disaster pulled down over 9,000 houses, including 3,700 in Quang Ninh and 1,400 in Son La. It submerged nearly 20,000 ha of rice and cash crops with 13,000 in Bac Giang and 4,000 in Lang Son.

It also destroyed over 246,000 cu.m. of roads, nearly 3,500 m of canal and 69 irrigation works.

Local authorities are coordinating with all forces, ministries and sectors to carry out rescue activities and help flood-hit localities overcome the aftermaths.

The Central Steering Committee for Flood and Storm Prevention and Control had sent a mission to guide people in Bac Giang and Son La to cope with floods, while the Public Security Ministry sent four teams to flood-hit provinces.

The Vietnam Red Cross provided 400 relief packets to Bac Giang, 600 relief packets to Quang Ninh, Lang Son, and Son La, each with 200 packets.

The association also donated 2 million VND to each family with fatalities and provided Quang Ninh, Lang Son, Son La and Bac Giang with 100 million VND each.

On Sept. 28, Minister of Agriculture and Rural Development Cao Duc Phat and his working team paid a visit to Luc Nam , Luc Ngan and Son Dong districts of Bac Giang province to instruct flood and storm control.

 

South Korea lines up IZ in Bac Giang province

The province’s Viet Yen district was finally chosen as the location for the IZ after more than a year of checking out possible sites including Vinh Phuc and Hai Duong, said a source from the Northern Investment Promotion Centre, under the Foreign Investment Agency of Ministry of Planning and Investment (MPI).

The Korean investor plans to pour about $100 million into the project to build furnished internal infrastructure facilities. The source also said that a memorandum of understanding to set up this IZ will be signed between the MPI and Korea’s Ministry for Industry, Trade and Energy during the APEC week.

Bac Giang Planning and Investment Department Do Quoc Tuan vice director said the Viet Han IP had been allocated 160 hectares of the best land in the province, adjacent to the future expressway linking Lang Son and Hanoi, which is due to start construction in 2008.

Tuan said that the IP will become a major competitor to neighbouring Quang Chau IZ, if it offers better facilities.

Quang Chau, developed by domestic Sai Gon-Bac Giang IZ Infrastructure Facilities Construction Company, is currently one of the biggest IZs in the country, covering 426ha.
